What an absolute scandal! I was under the impression that the church provided a priest to take the funerals of murderers, so only to send a lay reader is vile enough without him then taking the opportunity to stir up more hate. We must do something, but what?
Re Uganda, my own feeling is that the best thing we can do is support the Ugandan groups that are working there – SMUG seems the obvious one (though their website is currently down due to excess bandwidth so I can't tell if/how they accept donations).
And then, as the article says, we need to be active in our own countries and churches to counter the same kinds of hate and intolerance that is being spread everywhere.
